Believe it or not, Troy will be willing to prosecute this person for shoplifting if he knows the store doesn't sell the product. For he'll be willing to do it if he thinks this morning's defendant is a "bad guy"; and he does think that. After all, all prosecutors think this morning's defendant is a "bad guy"; and Troy is a prosecutor. Not only that, but Troy thinks this is "someone who's likely to break the law in the future," and that's what he considers a "bad guy." So, of course he thinks this morning's defendant is a "bad guy." And he's willing to prosecute someone he thinks is innocent because he thinks the only thing that matters is preventing people he suspects will commit future crimes.
